Payment Arrangement - Bypassing minimum installment amount

At the Payment Arrangement System control menu option you can specify a maximum number of installments, a minimum installment amount and/or the minimum installment amount as a percentage of the the qualifying amount. This allows you to define the requirements for setting up a payment arrangement, and a collector will not be allowed to set up an arrangement if there are special conditions and they are not met. 

Note: This only works when the collector is setting up a Monthly (M) payment arrangement. Other types of arrangements will allow the user to setup payments less then the minimums specified.  

Bypassing the minimum requirements: A manager (or any user who is not a collector) is able to set up an arrangement regardless of the special conditions.
