Receiving Message “unlodctr.exe Failed to Initialize"

The dialer server may throw this error.

“unlodctr.exe failed to initialize. click ok to term”

This appears to be caused by the system not being able to handle the alert monitor closing down or starting up. The alert monitor needs to be closed before recycling services and / or removing the alert monitor from the startup program. Please notify us if you are receiving this error. The dialer server will need upgraded.
